Abstract: In December 2008, China's National Development and Reform Commission, in order to accelerate energy conservation and emission reduction, phase out incandescent lamps, and accelerate the promotion of energy-saving lamps, the National Development and Reform Commission has launched the preparation of the Action Plan for Phasing Out Incandescent Lamps and Accelerating the Promotion of Energy-saving Lamps in China, and the energy-saving work has been further implemented.
Semiconductor lighting is a new generation of cold light source developed in the 90s of the last century, with incomparable advantages of traditional light sources: energy saving, environmental protection (without mercury and other harmful substances), long life (50,000 hours), reduced maintenance costs, providing better light quality, improving light visual effects and safety, all of which make LED technology more and more used in many infrastructure construction.
The energy crisis caused by human modern civilization warns us that energy conservation and environmental protection are urgent, and the development and utilization of resources need to be sustainable. Since 2003, most of the country has suffered a new round of power shortages. The power shortage has spurred the development of electricity, but it has also led us to think about alternative and new energy sources.
At present, China's energy mainly comes from thermal power generation, and thermal power generation uses oil and coal, due to the soaring price of oil, the cost of power generation increases, and coal burning will produce a large amount of carbon dioxide to cause the greenhouse effect. In order to solve the energy problem, China mainly in two directions: the development of new energy and energy conservation, the goal to 2010-2012 alternative energy will provide 15%-30% of the energy demand, and China's lighting consumption of electricity accounted for about 1/6 of the total electricity consumption, such as the current domestic 1/3 of the incandescent lamp is replaced by LED, every year can save the country a Three Gorges project annual power generation.
The development of LED lighting is in line with China's industrial development strategy, China attaches great importance to the development of the semiconductor industry, and has introduced a series of policies to promote the development of related industries:
In June 2003, the Ministry of Science and Technology, together with the Ministry of Information Industry, the Ministry of Education, the Ministry of Construction, the Chinese Academy of Sciences, the Light Industry Federation and other units, established the National Semiconductor Lighting Project Coordination Leading Group to urgently start the national semiconductor lighting project.
At the beginning of 2006, the State Council issued the "Outline of the National Medium and Long-term Science and Technology Development Plan", and "high-efficiency, energy-saving, long-life semiconductor lighting products" was included in the first priority theme (industrial energy conservation) in the first key area (energy) of the medium and long-term planning, which attracted widespread attention at home and abroad.
In July 2006, the Ministry of Construction announced the "Eleventh Five-Year Plan" urban green lighting project planning outline, which clearly stated that it is necessary to achieve the goal of reducing energy consumption per unit of GDP by 20%, emphasizing the need to implement the requirements of saving resources and protecting the environment, and building a low-input, high-output, low-energy, low-emission, recycling, sustainable national economic system and resource-saving, environment-friendly society, and put "green lighting - in public facilities, hotels, commercial buildings, The promotion of high-efficiency power-saving lighting systems in office buildings and residential buildings" is listed as one of the top ten energy-saving key projects.
In October 2006, the major project of "Semiconductor Lighting Project" of the 863 Plan of the National "Eleventh Five-Year Plan" was officially launched.
In 2007, led by the National Development and Reform Commission, the Ministry of Finance, the Ministry of Commerce, the Ministry of Information Industry, the State Administration of Taxation and other ministries and commissions began to draft the "Several Policies on Further Encouraging the Development of the Software Industry and the Integrated Circuit Industry", that is, the "New Deal for Semiconductors", which has attracted widespread attention in the industry. The new policies to support the semiconductor industry in the drafting include the preferential corporate income tax policy of "five exemptions and five halves", R&D tax reduction (in the form of credit and tax reduction), as well as tax exemption for semiconductor fixed capital equipment and special financial support for integrated circuit design.
In April 2007, in order to support the development and growth of the LED and solar photovoltaic industry, Fujian Province issued the "Implementation Opinions on Promoting the Development of LED and Solar Photovoltaic Industry in Fujian Province (2007-2010)", which is the first province in China to introduce such policies.

Environmental protection issues are becoming increasingly prominent, China continues to promote energy-saving policies, China is expected to invest a total of 4 trillion yuan by the end of 2010 to stimulate the economy, which LED (light-emitting diode) industry will benefit from this, in addition to China will also hold the Shanghai World Expo, Guangzhou Asian Games, Shandong National Games, Shenzhen Universiade, these large-scale activities need LED street lighting landscape lighting and large-scale billboard projects will be tendered, the LED industry prospects have an incentive effect.
The development of LED lighting has good social benefits and broad market prospects. It is estimated that by 2010, the output &#118alue of China's semiconductor lighting and related industries will reach 150 billion yuan. The application of LED lighting will save 200 billion kWh of electricity in China, and the national industrial policy and the successive legal planning have reflected the strategic ideas for the development of circular economy and the development of green energy-saving lighting products.
In addition to energy saving, the biggest advantage of LED lighting is that it does not contain harmful metal substances such as mercury, which can greatly reduce the pollution of mercury and lead to the environment after replacing traditional lighting. Taking the application of backlight as an example, global PC shipments in 2008 are expected to reach 296 million units (IDC forecast), if LED replaces half of the backlight, with 1 CCFL (cold cathode lamp) per unit, each 5mg mercury calculation, then it will reduce 740kg of mercury pollution, greatly reducing environmental pollution.
To sum up, in the field of lighting, the application of LED will become the third lighting revolution after open flames and incandescent lamps with its green and energy-saving performance.
